HERRIMAN
BASEBALL LEAGUE
(Cal
Ripken and Babe Ruth Affiliations)

ARTICLE
1, NAME
The name of this organization is the
Herriman Baseball League hereafter referred to as the “League.”
ARTICLE
2, OBJECTIVE
The primary objective of the league is
to develop and promote in children and usually of ages three (3) to fifteen
(15) through the medium of properly supervised and competitive baseball: 1)
good sportsmanship, 2) understanding and respect for ru1es, coaches, and umpires~
3) courage and learning in defeat, 4) tolerance and modesty in victory, and 5)
a spirit of cooperation and team play. In the attainment of this objective, the
instilling of a desire to win, or the winning of games, is to be the secondary
objective.
ARTICLE
3, TERRITORY
The boundaries of the league at the
time these by laws were incorporated were not yet established. The boundaries
are to be set by the local Cal Ripken and Babe Ruth governing bodies. However,
the general area is considered the city of Herriman and includes
portions of neighboring cities; Riverton, South Jordan and Bluffdale.
ARTICLE
4, DIRECTORS AND MEETINGS
Section
1, Presidency of Herriman Cal Ripken and Babe Ruth Baseball
All citizens within the territory
defined above are eligible to be nominated and elected for any board position.
It is the responsibility of the outgoing Board and DM’s to determine if the
nominated person is qualified for the position.
President – Responsible
for overseeing and facilitating all Executive Board Meetings. Represent the
leagues at all Babe Ruth District, State or
National functions as appropriate. The term will be one to five years. A new
president will be nominated and selected as needed
Secretary- Responsible
for recording and distributing all pertinent information and decisions made by
the Presidency. Responsible for processing all forms,
with the Treasurer, pertaining to preparing and sending any League financial
obligations (i.e. Tax Returns, Letters of Incorporation). The term will
be one to five years. A new secretary will be selected as needed.
Treasurer - Responsible
for the fiscal accountability of the League. Create and
maintain League budget. Monitor Sub-Committee budgets (i.e. Fields, Snack Bar).
With the Secretary responsible for preparing and sending any League financial
obligations (i.e. Tax Returns, Letters of Incorporation). The term will be one
to five years. A new treasurer will be selected as needed.
Vice President over Cal Ripken League – Responsible
for training and helping players of ages 3 to 12. Responsible
for organization of all Cal Ripken Divisions including number of teams, number
of players on each team, tournaments and has final say in all matters of
placement or movement of players including drafted players.
Vice President over Babe Ruth League – Responsible
for training and helping players of ages 13 to 15. Responsible for organization
of all Babe Ruth Divisions including number of teams, number of players on each
team, tournaments and has final say in all matters of placement or movement of
players.
Vice President over Equipment – Responsible
for equipment directly related to the playing and practicing of Cal Ripken and
Babe Ruth Leagues. Responsible for the assigning and
overseeing of equipment managers. Responsible for
purchasing, assigning, tracking and gathering all equipment.
Vice President over Scheduling – Responsible
for scheduling of games and practices for both Cal Ripken and Babe Ruth
Leagues. Responsible for scheduling make-up games. Responsible for scheduling field time for tournaments and any
activities outside of Cal Ripken and Babe Ruth.
Past President – Responsible
for maintaining continuity with the community and District, State, and National
Babe Ruth and Cal Ripken Associations.
Section
2, Board of Directors
The Board of Directors is a committee
of citizens who are asked to participate and help by the Presidency. Positions
may be added or omitted as need arises and at the discretion of the
presidency.
League Heads – Each league
(i.e. Tee Ball, Rookie, Pee Wee, Minor, Major and Babe Ruth) will have a head
person responsible for general operation of the league. Responsibilities will
include; assisting in registration (explaining rules, age restrictions,
dates, recruiting, etc.), forming teams within league, finding coaches within
league, tryouts and draft within league, coaches meeting within league, filling
out national team rosters within league, coordinate with coaches of league
regarding dates and other items, keeping coaches and players within league
conscious of rules and ethics, coordinate with other auxiliaries such as umpire
coordinator, field supervisor and snack shack chair to insure all aspects run
smoothly, and oversee all star tournament requirements for respective league.
Field
Supervisor-
Responsible for the maintenance of all fields, and necessary equipment and
supplies, to be used. The Field Supervisor is responsible for hiring and firing
of field setup personnel. The Field supervisor must get approval for the number
and payment rate of hires from the presidency. Coordinates
with the City Parks Department regarding maintenance. Coordinates
with the City on non Cal Ripken and Babe Ruth activities to take place at the
fields. Responsible for operating budget set for field maintenance.
Umpire Coordinator - Responsible
for assuring qualified umpires are present at all Babe Ruth, Major, Minor and
Pee Wee League games. This may be done through agreement with an Umpire’s
Association or from a list of approved umpires certified through the Herriman
Baseball League. Is
Fund-Raising Chair - Responsible
for all duties related to generating revenue for the League with the exception
of registration fees and the Snack Bar. With the Treasurer assure the fiscal
needs of the League are met.
Snack Shack Chair - Responsible
for manning, operating, and maintaining the League’s Snack Shack. Responsible for hiring and firing persons to work in the snack
shack. Responsible for buying and stocking materials
for sale in the Snack Shack. Responsible for operating
budget of the Snack Shack.
Web Site Chair - Responsible
for maintaining and updating the Leagues web site including schedules, events,
standings and any other pertinent information.
Insurance
Coordinator
- Responsible for maintaining all filed permits and insurance necessary for
league operation.
Section
3, Vacancies and Absences
Any vacancy on the Board shall be
filled and approved by the majority of the Presidency. This shall take place at
the first available meeting following notification to the Board of the vacancy.
Any member missing two (2) consecutive meetings without notification to the
executive board or four (4) meetings during their term will be removed from
their position.
Section
4, Nominations
The January meeting of the Presidency
and Board will be held for the purpose of confirming all Presidency and Board
members. Each member shall serve a minimum of one year, unless voted out by a
majority of the Board. Any Board member may be elected to successive terms.
Section
5, Voting and Amendments
Each member of the Presidency and Board
shall have one (1) vote, and must vote in person. Any Board member holding two
(2) or more positions on the Board shall still have only one (1) vote.
Any proposed amendments to these by-laws
shall be submitted in writing and read at a Board meeting. A vote shall be
taken at the next regularly scheduled meeting requiring a simple majority to
pass.
Section
6, Meetings
All meetings shall be conducted under
the Roberts Rules of Order. President or President appointed VP will conduct
meetings. Meeting will be called by the Presidency as necessary before during
and after the regular season.
Section
7, Quorum
One half (1/2) plus one member of the
current sitting Board members shall constitute a quorum.
Section
8, Audit
The President will appoint an audit
committee as necessary to audit the “books” for a final financial report.
Section
9, Fiscal Reporting Requirements
All Board members responsible for
handling money shall be required to make a written report at every Board
meeting listing the amount of money received and spent.
ARTICLE
5, LEAGUE DIVISIONS AND ALIGNMENT
The Babe Ruth League shall be divided
into 2 leagues using age as a general guideline as follows:
1. Prep League –
Consisting primarily of 12 and 13 year old players.
2. 14-15 year old
league – consisting primarily of 14 to 15 year old players.
3. 16-18 year old league - consisting primarily of 16 to 18 year old players.
The Cal Ripken League shall be divided
into 5 leagues using age as a general guideline as follows:
1. Majors –
consisting primarily of 11 and 12 year old players.
2. Minors –
consisting primarily of 9 and 10 year old players.
3. Pee Wee's – consisting primarily of 7 and 8 year old players.
4. Rookies –
consisting primarily of 5 and 6 year old players.
5. Tee Ball – consisting
of 3 and 4 year old players.
A player drafted or placed on a Pee
Wee, Minor and Major team remains with that team for the rest of his career
unless that player elects to go back into the draft the next season.
Tee Ball and Rookie players will be
assigned to a desired team based on other players or a requested coach. Kids
within the same general neighborhood will be kept together where possible.

1, Exceptions to General Age Group Guidelines
The age designations for the league’s
divisions are guidelines and exceptions may be made based on ability, safety or
special needs (i.e. physically challenged players). At the request of the
player or any coach or parent, the player may conduct a special try out to
determine appropriate placement for kids wanting to play outside the general
age boundaries.

2, Priorities of Coaching Positions
The League Head will nominate the best
available coaches for their division. The assigned head coach will assign one
official assistant coach. The League Head will assist the head coach by
providing a list of the persons who indicated they would be willing to assist
during registration.

1, Previous Year Priority
Individuals approved by the board, that
managed/coached the previous year, will be given priority for managing/coaching
positions over those that did not.
Sub
2, Returning Coaches Same Division
Individuals approved by the board to
manage or coach will have first right of refusal to coach the same team in the
same league. The previous year manager will be offered the position first then
the assistants will be offered the position. If the manager and first two
assistants decline, the team manager will be assigned by the League Head.

3, Returning Coaches Moving Up to Next Division
Individuals approved by the board to
manage or coach who are moving up to the next league will be given first right
of refusal to manage the same team if a vacancy exists. If there is no team to
move up to in the next division, approved individuals will be assigned
positions to manage by the League Head to fill any remaining vacancies within
their division.
Sub 4, Board Members who choose to Coach
Active Board Members who choose to coach will be given first right of available teams to choose from. After Board Members have elected to coach, the coaching selection will continue per Subsection 1 - 3.
ARTICLE
6, REGISTRATION AND TRYOUTS
Section
1, Registration
Any player whose name appears on a team
roster must have his/her registration money turned in by the time the first
game is played. All team coaches will be notified by the League Head one (I)
week prior to opening day, of any players ineligible to participate due to
delinquent fees. Hardship cases are to be presented in writing and voted on by
the executive board. Should an ineligible player participate in a game, that
team will forfeit and the coach will be suspended for one (1) calendar week.
Section
2, Tryouts
The League Heads and Vice Presidents
are responsible for overseeing the tryout sessions. Tryouts are to be held in
March and the League will have published dates, place and time for each age
group. For a player to be eligible for the draft, he/she must participate in a
full and complete tryout session. Players who are unable to try out, and wish
to be placed in the draft will be a random hat pick.
Any player who
did not try out and/or registered after the try-outs have concluded, will be
placed randomly by the League Head and will not be permitted to play for a
coach with whom he played in a prior season, without Board approval.
ARTICLE
7, THE DRAFT
Section
1, General
Persons attending the draft are
restricted to coaches, of the appropriate Level, listed by the League Head and
sitting Board Members. No children. No exceptions. The League Head or his
representative will conduct the draft. The League Head will present to the
coaches a list of players eligible far the draft. Should a player’s name and
number not appear on that list, their name must be brought to the attention of
the League Head for review prior to the
first pick of the highest Level that player is eligible to be drafted in.

2, Classification of Players
- Coaches
and (1) Assistant coach can automatically declare their own children to
their team without penalty in the draft.
- Exception
to above rule.
i.
If a coach picks a new Assistant coach that held an
official Assistant Coaching position in the year previous, in the same league,
that Assistant coach’s child/children cannot be declared. The team will lose its
right to pick in the draft in each odd round beginning with the first round for
each child. Their draft picks in those rounds are reserved for their children.
ii.
A Head Coach cannot pick a former official Head Coach,
from the previous year of another team within the same league, to become his
Assistant Coach for current year.
iii.
If a child/children played on another team within the
same league, and it is proposed that their parent becomes the Assistant Coach
for another existing team or expansion team within the same league, the team
gaining the new player will be penalized in the first round and lose it pick.
It will also lose its pick in each odd round for additional children/siblings
of the Assistant Coach.
- To
prevent unfair positioning of teams, it will be expected that the named
assistant coach will be the official assistant coach and participate in
the managing of on field activities and instructional coaching for the
players.
- The
board reserves the right to make final decisions in coaching selection,
in an effort to maintain fairness to all teams.
Section
3, Draft Order
- Expansion
teams will be given the right to make (2) picks not consecutive in the
second round.
- The
first round of the draft will be conducted with each team being allowed to
pick (1) player from the draft pool or blind draft. The draft order will
be selected by means of the previous year’s team standings starting from
the team with the worst record to the team with the best record.
- In
the event of expansion teams they will begin the first round draft, after
all expansion teams have picked (1) player, the draft will move on to the
team with the worst record and so on.
i.
If multiple expansion teams exist the order will be
determined by a lottery pick.
- The
second round of the draft will be conducted with each team picking from
the draft pool or the blind draw.
- Expansion
teams will begin by making their first pick.
i.
If more than (1) expansion team exists, the order will
be chosen by the lottery system from the first round pick.
- This
will be followed by existing teams picking (1) player and the expansion
teams picking their second player in this round.
i.
The order will be decided by the lottery system. All
teams including all expansion teams will pick in this lottery to determine
their order for the rest of the second round.
- The
third and each round thereafter will use the draft order which was
determined in the first round. This will again start with the expansion
teams predetermined order, followed by the existing teams order.
- All
teams will continue to pick from the draft pool or the blind pool until
their team number equals 10 players. Once 10 players are on the team they
will be removed from the draft until all teams have an equal 10 players.
- Once
all teams have an equal ten players, all remaining players in the draft
pool will be included in the blind pool. Each team, using the same pick
order used in the 3rd and remaining rounds, will make a blind
pick from the newly combined blind pool. This method will continue for all
remaining rounds until all players have been selected.
- Any
team which picks a player who has a sibling in the draft will also receive
the sibling with no penalty attached. (Two for One.)
- In the
rare event that an existing team from the year previous has no returning
players that team will be treated as an expansion team in the draft.
Section
4, Number of Selections
Sub
1, Roster Size
All teams at every level will have no
less than 10 players and no more than 15 players. Should any Major,
team drop below the minimum of 10 players, the League Head may elect to balance
the roster. This may be done via tryout of age appropriate players from a lower
Level (i.e. 11 and 12 year-olds. for Major Level, 9 and 10 year-olds for Minor
Level). The League Head may also move a player up to balance a roster if the
move up is requested by a player’s parents and, in the League Heads discretion,
the player is skill level appropriate.

2, Final Rosters
After the draft and placement of
players, the League Heads will keep the rosters for all teams and will have a
meeting with all Head Coaches of all divisions to hand out final rosters.

3, Assigning Players
The League Head can assign at any time,
additional players from the waiting list to any team at any level.
Section
5, Draft Verifications
Upon leaving the draft a coach must
verify with the League Head that the selections are correct. The Player Agent’s
copy of the draft is official and must be attested to by an Executive Board
member.
Section
6, Trades
Sub
1, Drafted Players
Drafted players may be traded. Trades
will only be allowed in the 30 minutes following each draft. Coaches must have
their rosters verified by the League Head prior to leaving the draft.

2, Trading Players
Post-draft player-for-player trades
will be permitted providing the involved coaches, players, parents, and the
League Head consent.
ARTICLE
8, COACHES
Section
1, General
All coaches may be required to submit
to a background check as outlined each year by the Board. A coach may be asked
to step down without recourse to the Board if a negative report comes back. A
coach may be reinstated upon clearing up any derogatory errors on the
background check and passing a new background check. The league will recognize
and approve two (2) coaches for each team The coach’s
job is the key job in the Cal Ripken
program. It is the coaches’ responsibility to train the children in baseball as well as in good sportsmanship: and as much as
possible, meet the children’s individual needs as they work with the children
in a team atmosphere. Disciplinary action can and will be taken by the Board in
situations when the coaches fail to follow league rules, by-laws
and policies up to and including dismissal from that coaching position. It is
the coaches’ job to follow and support all programs adopted by the Board. Any
coach or player involved in disciplinary action must make themselves
available to and meet all requests of the Presidency. No one under the age of
21 will be allowed to be a head coach or manager on any team roster. All
coaches must be at least 18 years old to hold an assistant coaching position
unless otherwise approved by the Board. Listed coaches in good standing must be
the field coaches when present at games. Only three coaches shall be in the
dugout during games.
Section
2, Responsibility
Coaches will have complete control of
activities, conduct, and welfare of their players and parents while on the
playing field. A coach shall conduct him/her self at all times with players,
coaches, and umpires in an adult, courteous manner, to include no profanity at
any times. The coaches are responsible for the children and need to set a good
example in conduct and respect to others, especially the umpires. The children
are the reason for the league and their well being, training, and Cal Ripken experience must be
upper most in all our efforts. Safety, fairness, obedience to the rules, good
sportsmanship, and positive attitudes must be evident at all times. At no time
will a coach conduct a scheduled or unscheduled practice with less than four
(4) players.
Coaches will be responsible for all
equipment and uniforms issued by the league. All issued items must be returned
to the league no later than one (1) week after conclusion of play.
Section
3, Protests
Judgment
calls cannot be protested!!!!
If the need arises for a protest, all
coaches must conduct themselves in a professional manner and demonstrate good
sportsmanship. Any protest to be considered valid, must be filed with the
umpire in charge by the coach immediately at the time of dispute and before the
next pitch. The protest must be presented in writing within 48 hours of the
protest, to a member of the League Presidency.
Procedure for protest hearings:
A. Presidency will notify all parties
of the time and place of the hearing.
B. Each Coach must bring their
scorebook to the hearing.
C. The following is a guideline for
written and oral presentations.
1. Brief summary of events.
2. Names of persons involved.
3. Cite the actual rule or by-law in
question.
4. Recommend action to be taken.
D. Each side will be given five (5)
minutes for oral presentations.
E. Each side will be given three (3)
minutes for rebuttal.
F. After the rebuttal period,
presidency may ask questions.
G. The committee will issue a binding
judgment. If the protest is approved, the protest fee will be refunded.
Section
4, Scores and Standings
Each coach will report their scores on
a weekly basis to the League Head. He or she in turn will report them to the
Website Coordinator for publication on the Herriman Baseball Website.
Section
5, Ejections
In the event a coach is ejected from a
game, they must immediately leave the park. They may not communicate either
verbally or non-verbally with their team. The ejected coach will be allowed to
attend the next game played but will not be allowed to coach his team or
communicate either verbally or non-verbally with them. The coach may appeal
within (48) hours of the start of the game. The appeal must be in writing to
the Presidency. Any coach, who is ejected from more than one (1) game in a
season, will be suspended immediately pending the League Presidency bearing and
judgment. The hearing may result in suspension from coaching Cal Ripken Baseball
for the remainder of the season or possible indefinite suspension, to include
All-star participation. It is the head coaches responsibility, or coach in
charge, to report any ejection on his/her team and the umpires to report any
ejection on either team to the Vice President of their league the same day or
night. Failure of the coach to do so will result in a two (2) game suspension.
Section
6, Complaints
All complaints regarding coaches,
players, umpires, or parents will be communicated to the League Presidency
either verbally or in writing within 48 hours of the incident. The Presidency
will then have the alleged subject provide a rebuttal as to what occurred. The
Presidency will then act upon the complaint, with each party having the
opportunity to submit background information in person and have one
corroborating witness for both sides.
ARTICLE
9, PLAYER PARTICIPATION

1, Playing Time
Sub
1, Participation:
Each player in good standing, present
at the start of all games must participate in at least three (2) full innings
in the field. If for any legitimate reason, such as game curtailment, a child
is not able to meet the minimum requirement, he/she will start to make up the
missed time in the next game. All eligible players shall bat in rotation
whether or not they are actively playing a defensive position.

2, Notification
If for any reason a parent feels that
their child is not playing the required minimum amount, he or she should notify
any board member as soon as possible.
Sub
3, Scorebooks
Coaches may be required to submit their
scorebooks to the League at any time for verification of playing time. A
committee In the event a pitcher has pitched too many innings or a player has
not participated in the minimum amount, the first
offense will result in the coach being suspended from both practices and games
for one (1) calendar week. The second offense will result in an appropriate
action by the League Presidency.

2, Substitutions and Ejections

1, Ejection
The ejected player’s position in the
batting order will be recorded as an “out” each time his or her turn at bat
occurs. The ejected player must also sit out the next game. Any player, who is
ejected more than one (1) time in a season, will be suspended immediately
pending a Presidency hearing. The hearing may result in suspension from Cal Ripken Baseball
for the remainder of the season, and will nullify any All-Star participation.

2, Permanent Vacancy
When a vacancy occurs due to illness,
injury, or other emergency reason There will be no
removal of players from other organizational teams in order to get a
replacement player. The team who is short a player may also elect to play short
one player on their roster for the balance of the season. This will be allowed
ONLY for the reasons itemized above.
Section
3, Injured Player Under Professional Care
Any injured player under a physician’s
care must have a medical release submitted to the player’s head coach prior to
being allowed to return to practice or games. The head coach will submit a copy
of the release to the League Head or Presidency.

4, Base Coaches
At no time are players permitted to be
used as base coaches.
Section
5, Uniforms
All players must wear their league
issued uniform in its entirety. Caps, socks, pants, and jerseys must be league
issued and all the same. (Accepted exception: Players and coaches may wear “Pro
Fit” caps as substitutes for League issued caps as long as they match
IDENTICALLY League Issued equipment)
Section
6, Discipline
A player may be benched for coming late
to games or practices, missing games or practices without permission, improper
conduct at games, or any other legitimate reason. Coaches should notify their
League Head of any disciplinary actions taken in regards to playing time.
Benching of any player may be appealed to the Presidency either by the player
or by his parents.
ARTICLE
10, OFFICIAL BASEBALL RULES
Section
1, Official Baseball Rules
All games shall be played according to
the official baseball rules, sections 1.00 to 10.22,
with the exceptions listed in the Official Cal Ripken Rules and Regulations book and local rules
contained in these by-laws. All disputes, protests,
and rulings regarding the execution and/or interpretation of these rules, and
the following exceptions, will be
reviewed and ruled on by the League Presidency.

2, Pitching
Sub
1, Innings
A pitcher in any level in the Cal
Ripken League may pitch a maximum of six (6) innings per calendar week. A
pitcher in the Babe Ruth League may pitch a maximum of seven (7) innings per
calendar week.
Note: One pitch thrown during an inning constitutes an entire inning.
Sub
2, Pitcher Removal
Once a pitcher has been removed as a
pitcher, they cannot return to pitch again in the same game.
Only the starting pitcher may return to the mound, as long as they are still eligible to play.
Section 3, Batting
Sub
1, Babe Ruth, Major Minor and Pee Wee Level Batting
All players will be listed in the
scorebook and the team will bat through the entire line-up. If player arrives
late, that player will be added to the bottom of the batting order.
Sub
1.1, Nine Batter Rule
Pee Wee 7 League, sides will change after
nine batters have batted or 3-outs have occurred or 6 runs have occurred, whichever comes first.
In all other divisions, sides change after nine batters.
Sub 2, Entire Line
up Batting
All players will be listed in the
scorebook and the team will bat through the entire line-up. If player arrives
late, that player will be added to the bottom of the batting order.
Sub
2, Babe Ruth, Major Minor and Pee Wee Level - Sliding
There will be no hurdling, leaping
over, diving over, or initiation of violent contact with the intent of
dislodging the ball from a defensive player in an attempt to reach a base
safety or avoid a tag anywhere on the field. These acts will considered
dangerous play and require ejection from the game. Players ejected for this
will be referred to the League Presidency to determine if additional
disciplinary action is required.
Section
4, Fielding
A fourth outfielder may be added to the
defense (total of 10 defenders) in the Pee Wee division. The positions in the
outfield are left, left center, right center, and right.
Section
5, Ties
Sub
1, Games
All games are completed at six innings
for Pee Wee, Minor and Major Divisions. A complete game is considered seven
innings for the Babe Ruth League. Extra innings may be played if time permits
and no other games are scheduled, otherwise, the game will end in a tie. Tie
games will be recorded as a half win and a half loss.
Due to the field scheduling Herriman Baseball will recognize a game complete if any of the following occur:
1. 6 innings of play have been completed
2. 3 1/2 or 4 innings of play have completed and one team is ahead by 10 or more runs.
3. The maximum game time has been played, regardless of innings played.

2, Standings
If there is a tie for first place in the Major or
Minor Divisions at the conclusion of the season the tie breaker will be the
record of head to head competition. If a tie still exists the teams will be
Co-Champions.
Section
6, Time Limit
Sub 1, Pee Wee League
No new innings will begin after 1-hour
20-minutes in the Pee Wee League.
Time limit of 1-hour and 30-minutes. Games can end in a tie. If a complete inning has not been played at the time limit the score will revert back to the end of the previous inning.
Game will be considered complete regardless of the innings played if the time limit is reached. This is due to lack of field space for rescheduling make up innings.
Sub 2, Minor Leagues
No new innings will begin after 1-hour 30-minutes in the Pee Wee League.

1, Rescheduling
All make-up games (weather related or
protested) must be scheduled by the Scheduling VP. If the Scheduling VP cannot
be reached, the President may schedule the game. Games played without
authorization of either the Scheduling VP or the President will be considered
null and void. Scheduling VP will notify the Umpire Coordinator of all make-up
games

2, Revert Back Rule
When a game is scheduled for make-up
the pitching restrictions of the CURRENT WEEK are in force. There is no
“looking back” to determine pitcher eligibility.
If a re-schedule requires a team to play 3 games in a week, pitching eligibility will be determined in back to back games, rather than the overall week.

8, All Star and Tournament Team Eligibility
A player must play or be present for at
least 4 innings of no less than half of the teams’ regular season games to be eligible
for the Post Season “Divisional” All Stars or Traveling Tournament teams. The
intent of this rule is to prevent a player from abandoning his Cal Ripken Team to
participate with other teams or leagues. The Board may vote exceptions if games
are missed due to reasons other than participation in other leagues or teams.

1, Team Composition
Pee Wee, Minor, Major, Prep (13-year
olds) and Babe Ruth (14-15-year olds) will have the opportunity to provide a
primary and secondary all-star team. The League may elect to provide only one
secondary team and omit the primary team, depending on the skill level of the
players or other issues. All teams will have a minimum of 12 players and a
maximum of 15.

2, Coordinator
The League Head for each division
sending an all-star team will be required to perform all the administrative and
coordination activities for all all-star teams. This will include the
construction of books, equipment issue and return, field scheduling, placement
of team orders for items not provided by the league, and interfacing with the
district commissioner on all-star related items.

3, Coach Selection
The primary all-star coaches from each
division will be the coaching staff of the first place team in the division.
The all-star coaches for the secondary team will be the coaching staff of the
second place team in the division. If a primary team is not compiled, then the
divisional first place coaching staff will be the secondary all-star coaches.

The all-star team will be selected by
the all-star coaching staff selected by the above process.

5, Rosters
The names of all Divisional All Stars
must be submitted to the Presidency one week after the divisions last scheduled
regular season game.
